Still have to take all cities to get a country to surrender?

Was this ever fixed, or do the Germans still have to take every last city in France or another country before they surrender?

Well the rule to conquer a country is to capture all Victory Point cities. Not quite the same as capturing all cities.
HOWEVER:
For Germany capturing France there is an exception - there is also the possiblility to activate the "Vichy" Event where France has the possibility of surrendering.
I don't have the exact conditions again to activate the Vichy Event...[:(] so you'll have to search these Forums for that info - but there are numerous threads here which talk about it....
But the end question remains: What is your problem? Capturing any type of country or France with Germany?
