Are there any suggestions as to how many forces the German player should be allowed to ship into Finland during the game?

Read the house rules. Germans have a limit.

No restrictions. With vanilla FiTE the Soviets have the ability to knock the Finns out of the war in 1941/1942.

The scenario notes are clear. Are there any additioal rules that players use to make the game more historical or to give variance?
