Making Levee En Mass in the 1792 scenario wiork for EIA

I thought of what I think would be a relatively easy to handle the Levee En Mass (militia surge) for the 1792 scenario. I am reasonably sure that just because of the way the database is set up, that all powers have a saved manpower number is in the database somewhere, but only Prussia starts with any or can add to it, so we don't see it. Assuming this is right, the French Levee En Mass could be easily simulated by allowing France to tap into some saved manpower. Either this could be done by (a) giving France saved manpower at the beginning of the game using the editor, or (b) adding a host function to adjust this hidden saved manpower total for all powers, much like the host can adjust political points or money. Option (a) might be easier, but I think is prone to abuse, and I much prefer option (b).
Option (b) would work like this, the French player decides he needs to Levee En Mass. He emails the host before his economic turn, and says I am calling up the militia. The host applies the 3(5?) pp penalty, adjusts the saved manpower value for France, and then sends out a backup to all players. France plays her economic turn with the extra manpower, and builds her militia.
A small change like this could really make the 1792 scenario work pretty well.
