How does control of a hex change from one side to another? I landed units on Vella Lavella, which was japanese controled ie. red dot. The units have been there almost 1 month of game time, but the hex is still japanese controlled even though no japanese units have been in the hex for quite some time.
Apparently base construction cannot begin until is under friendly control.

You have to order the units to attack. You'll get a combat report that they have bravely assaulted at 10000000:1 (or something similar) and have gained control of the hex.

You have to attack (even if there's no enemy troops there) to take the hex.
