Amphibious Invasions

First it seems like Hannibal is doing much better in pitched battles with the latest beta patch! As to Amphibious Invasions of a port city, it seems too easy. I'm not sure that an Army should be able to directly assault a city from the Sea! As least not without some form of penalty. The Romans just move around and direct assault a port city very easily and often. This just seems unreasonable???

I brought this up in the past, but the point was made that armies on land (such as those in the same territory) just couldn't keep up with a fleet. So naval attacks on cities are a go due to navies being so much faster.

I think this may be to reflect the fact that (absent interference by an enemy fleet) an army in this period could basically debark anywhere (including near an enemy city) and then attack. Didn't the Romans simply invade Spain without benefit of a base or a port?
My two cents.
In any case, I love this game.
