Dancing Partizans

Playing against the AI, these little buggars pose no trouble. But in human vs human play, I never seem to catch them. They strike around a corps, sometimes striking 8 different points...as if to mock. Usually I use the weaker divisions of allied corps...I'm wondering if the experience level of the troops matters. Any ideas?
I wouldn't ask, but I'm at the end of a single railway and right as I'm ready to make the final assault..partizans have cut the lines. It's rather frustrating

You're just having some bad luck. Partisans are completely under computer control, even when a human is playing thje Soviets. They don't play differently.
