Assigning float planes to BB, CA, CL

I have some new battleships and cruisers available that have the capacity to carry float planes, but have none assigned to them. How do I create float plane air groups to assign to them?

Any loose 1, 2, or 4 plane floatplane units available? That's where you get them it seems.

If you put a larger float plane unit on there with "resize to fit ship" enabled it will downsize to fit the ship the next turn. The player can't create air units.

Why not split an existing float plane unit and put one of the detachments on there rather than resizing the whole unit. There's a number of british/commonwealth ships that share float planes that are detachments from a single unit.

Most Allied float plane units can't be divided.
