i would like to know if it is really true that air strikes and CAP coming from a CVE in the same hex of a friendly base don't suffer any penalties as it is for CV or CVL.

I've never noticed anything to show that a CVE isn't treated the same as CVs in this case.  Of course it is very possible that I just missed it.
