Off the wall supply question

So um..........hey you guys: I've got a new kind of question for those of you who know:
In the picture below we have five Axis units in a hex that has a "29" supply points (pionts, percent, dollars, what?) level. My question is does each unit in the hex have it's chance to grab supply from that '29' or does each unit in the hex compete with each other over what's left out of the 29 when each unit get's it's share of the 29 so that the supply each unit receives sums to '29' total. I mean does that '29' have to be shared among the 5 units or can each unit receive 29 ( theoretically ).
