Radar question

I'm looking at some of the Japanese radars and the N6 and H6 both have air search mode ticked despite being on torpedo bombers and ASW planes.
Does this give them a dual role functionality? I'm thinking of removing the air search mode from both of these radars to confine them to the surface search role.
Also, I understand that range is the range at which the radar works and penetration is about its effectiveness ( chance to spot a target at that range ) but what is the effect rating for? I see it normally is either 2,4 or 5 and am wondering if that's an additional attribute to describe the radar or ( less likely ) meaningless.
