Very often an officer has a greyed out card which can't be played. The tool tip on the card says 'this is a deck card. It can't be played.' I haven't been able to figure out what has to happen for that card to be playable. Anyone know?

This is a potential card the the leader might get at some point. The more experience your leader gets during a scenario, through the combat of his attached troops, the more likely he'll get to use that card.

Cards that you can use will become "greyed out" after you use them. They will become useable again later on.

If you look at the card, it will list a percentage number on it, which is the probability of that leader getting that card next turn.
