Is there a good reference out there detailing the fitting of IJN escorts? What I am truly interested in is which units had SONAR fitted and when did they get them. Also is there a reference that might give me an idea of SONAR performance comparioson say RN vs USN vs IJN?

Take a look at the U.S. Naval Technical Mission to Japan reports that are available online.
These were post war inspections that the allies conducted on Japanese equipment. You will find all kinds of reports detailing virtually every major weapon and sensor system.

Short summary: they didn't have much, what they had wasn't worth much, and the people who had to operate it couldn't.
