Idiot Question 5 - Static Units In Cities

In my practise game I had a large number of unitd eg 3 at kharkov - stuck at cities and could not move them.
Is there a way I can activate them to move them?

Were they "Frozen" or set to "Static" and unable to move because of that?

The problem occurs when there is a regional command as at orel, and the units that come to that command are stuck on the square even if they are active.

What should I do so that I can use them?

How can I move regional commands?

If you're talking about the Orel military district HQ in 1941: it can't move. It will morph into Bryansk Front in August 1941.

yes but the problem is the infantry unit on that HQ. I cannot move it.

You mean the infantry unit that arrives on turn 5? I can move it normally. If you've created a new unit, it will be frozen after you create it. Make sure you haven't also selected the Orel M.D. when trying to move units from the hex.
