Request: a "clean slate for support units" 1941 scenario

Wondering if this is possible / desirable:
I would love a 1941 Axis scenario that started from a clean slate, i.e. the Axis player is allowed to place units wherever he wanted to start. I don't know if the game engine can handle that mechanic, I'm guessing no.
BUT... I'm pretty sure the 1941 scenario could at least start with all the support units unassigned, or assigned to OKH, allowing a player to tweak the SU assignments as they see fit. As it stands now, a player has to take what assignments they're given in 1941-- this makes sense for the later year, "in media res" scenarios, but it'd be a fun change of pace to be able to assign the support units before the game starts rather than spend the time in-game (and using admin points) to re-arrange the pre-Barbarossa support structure to your liking.
