Wondering if this is possible / desirable:

I would love a 1941 Axis scenario that started from a clean slate, i.e. the Axis player is allowed to place units wherever he wanted to start. I don't know if the game engine can handle that mechanic, I'm guessing no.

BUT... I'm pretty sure the 1941 scenario could at least start with all the support units unassigned, or assigned to OKH, allowing a player to tweak the SU assignments as they see fit. As it stands now, a player has to take what assignments they're given in 1941-- this makes sense for the later year, "in media res" scenarios, but it'd be a fun change of pace to be able to assign the support units before the game starts rather than spend the time in-game (and using admin points) to re-arrange the pre-Barbarossa support structure to your liking.

You could always bring up the editor and load the '41 Campaign game and then go into the map and move the units around as you so please, and then save it with a different name and, there you go!

One thing, I would suggest you save the entire scenario directory before you start messing around with the editor. You don't want to accidently overlay an existing scenario.

Actually, I imagine you could get it back from the intstall but, it might be a pain I dunno.

Anyway would be nice to have the opportunity to play a PBEM campaign of 1941 with the option for both players could reposition forces ... you see it viable?

A free setup on both sides is enormously to the Soviet advantage, imo. There's far more to be optimized on their side than the German. Their initial deployments are horrendously bad, whereas the German need only tweak a few things here and there.
