In my game, if I attack units completely surrounded and that I won the fight by getting a result "routed units", they "magically" manage to escape the encirclement and are routed away some hexagons.
I do not know if it's intentional or if it is a bug.

If they surrounded during the current turn, this is intentional. Should be in manual.
