Editing Generic Data to Add AC type to Scenarios

I need some explanations about the Editor. The Instructions claim that
"Some basic data is generic and used by all scenarios. This data cannot be changed within a particular scenario, but must be changed for all scenarios. To change the generic data, when first entering the editor click on the Load Generic Data text. You can elect to save changes to any and all of these 5 files. Those files that are checked will be saved when you click on the Save Generic Data text. Any changes to these files will impact all scenarios."
OK, so I go into the Generic editor and add some factories and resources and change the start data for some aircraft and change aircraft types in one or two squadrons. Then I save the changes, with all of the data types checked. Then when I open the Scenario editor to see my changes reflected in the 1941-45 campaign and I find that none of the changes have 'taken.' Why? The instructions clearly state "Any changes to these files will impact all scenarios." Do I have to make the changes in the scenario as well, in spite of the instructions? If so, what is the point of editing the generic data?
