In my practise game the German side was deadly in the first turn after mud. Is this still the same as WIR where Germany gets supplied for snow for its turn and makes it, while the Soviets are only supplied for snow at the beginning of their turn, which means when the Axis attack the Soviets are still at mud supply level?

Please advise.
