I can see how to transfer air units between the air base and the national reserve.

But I can see no option for transferring air units from one air base to another.

Is this possible? Or do I have to transfer an air unit to the national reserve and then back to another air base.

Please advise.

To the national reserve and then to another air base through the assign menu of that air base the next turn.

This must be done before any missions have been flown in the air wing their assigned to.  I usually do this first thing before I forget and do recon.

Use the F10 key for air transfers.
 
Using the correct keys ( forgot what else to use ) you'll get a list of air groups on the right, showing their designation, aircraft types, and amount, each in a rectangular box; left click a box to select the box's air group.

Oh, and be careful not to transfer groups to the Transcaucasus air bases if they aren't active yet; anything you send there will just get stuck for a long time.
