Bug - Very very low rail capacity 2nd turn

Hello,
It is the second turn in my real game and at the start of the turn I was astounded to see that my rail capacity as the Soviet player was only 4032 making it possible to only withdraw one factory that turn, without railing out any endangered land units.
How can this be so?
In the game against the computer I had a rail capacity of 90,000 at the start of every turn.
This is very very low

I forgot to say this is a PBEM game.
Has it occured in a multiplayer game?
If the bug continues we will have to restart as it makes movement of Soviet forces, factories and reinforcements impossible.

As replied the other thread, it might be due to having units in rail mode at the end of turn 1.

per the manual:
23.3.2. SOVIET RAIL CAPACITY REDUCTION
Soviet rail capacity is reduced to fifty percent of normal for turns that take place in June 1941. This represents confusion, the shock of war and conversion of the rail road network to a war setting, as well as trains being utilized to move mobilizing reserve manpower and equipment to their units.

Do you have a lot of units entrained at the start of the turn? These all count against your rail capacity.

Hello Joel,
I did. I did not know the rule that you had to get units out of entrained mode or they will reduce rail capacity. In the first turn I moved a lot of units away from where they were about to be surrounded or destroyed by German units.
A quick count, showed 61 units are in stacks that have train engines above them indicating that part or all of the units in the stack are still entrained.
