I've started to tinker around some of the TOE's and equipment files.

Would it be possible to get the change log for the WROB.DAT file after a patch release?

Are such logs made but not released as a matter of principal, or can they be sent if a special request is made by a player?

Obviously, I don't like the prospect of redoing all my changes from scratch, each time a patch with a minor OB fix comes out, so it might be easier to manually input the patch changes in my modifier WROB file.

Sure we log all the changes - they listed in the patch notes. Afaik, there was none for OB.

I was thinking about changes like,

43 Inf Rum Div : 81mm mortars, 40 to 50

I doubt that information would show up in normal patch notes, yet necessary if I want to update the non modded part of my custom OB.
