Retreat Priorites and HQ displacement

I have been plagued by HQs which seemingly displace for no reason but have not been able to see it happen until last night; I have been placing my HQs in friendly hexes near the frontline, but last night I witnessed enemy units retreat after combat into my controlled hexes (for the AI nonfriendly) and displace HQs.
The rule book reads: "Defending units that have not shattered or routed will then attempt to retreat to a friendly controlled hex using the following priorities." Does this mean that units cannot (should not be able) to retreat into nonfriendly hexes at all - or can they but only as a last resort? This makes a huge difference in terms of how to manage HQs.
Also, I have made the mistake of moving combat units off an HQ, only to see it immediatley displace because it was left alone in a hex adjacent to an enemy combat unit - I assume this is expected by design?
