Course, speed, and other boxes are too small

In trying to play Harpoon Ultimate Commander's Edition, the course and speed boxes are so small that not all options are shown, meaning that I cannot complete the command and close the box. I have not tried other boxes, aside from the staff report box that pops up, to see if they have similar problems.
I am running Vista 64 bit, if that makes a difference.
What is the fix? The game is not playable until this is fixed.
