It shouldn't be. We did have a report of snow in December of 42 and Gary said that the code that makes mud/clear alternate in the spring with non-random weather was also allowing a case of snow each winter (after 1941). He's changed this in the version we have so it should always be blizzard per the manual. I don't know if your situation was caused by the same code. Do you have a save? Does it repeat if you rerun it? If so, I could send you the latest exe and you could see if it fixes it.

Yes, I've re-run the save, and it does repeat.
I've attached it here, and/or I'll try the latest exe to see if it fixes. Your call.
