Why do my panzers take a long time to gas up

During the GC 41 snow turn I withdrew the panzers west to refit (yes I clicked the button) and resupply. AGC went west almost to Smolensk and AGS went to halfway between Kiev And Kharkov. I set TOE to 100% for tehm too. It is now 8 turns later and their fuel and supplies are still in the 40-60% range. I located them in cities or dots and on railways that are in supply and their HQ units are almost on top of them.

one of the many first winter penalties:
22.3.4. FIRST WINTER SUPPLY MODIFIER
Axis units tracing supply to a railhead in the affected area (22.3) will have the amount of supply
they receive halved after all other modifications.

Sounds like you'll really need quite a bit of time (including the Spring Mud) to get your troops back up to any condition to begin full offensive operations again.

Sounds like you'll really need quite a bit of time (including the Spring Mud) to get your troops back up to any condition to begin full offensive operations again.
Once snows returns and the First winter penalty shackles drop off, you have 3 turns to do damage, which can be substantial if the SU has over-extended and is low on ammo. It is not a full offensive but you can regain ground lost during the blizzard turns.
