AXIS Minor Nations

Im playing the Germans in the 1941-45 campaign.
I notice the Minor allies units on the front have no MP's, are they not playable by the AXIS player?

They activate in a couple turns.

Or send a unit close to their borders on turn 1 and they activate (at least the Hungarians and Romanians).
