I have JAAF BFs in Tokyo that won't upgrade their TOEs. I've waited a number of turns but no dice. For example, run the attached turn and look at the 175th JAAF AF Bn in Tokyo - it's due for a TOE upgrade, but it's not upgrading.

There is a command HQ in the same hex. Unit is in rest mode, replacements allowed. What am I missing?

The turn has animations/reports turned off so it should run unattended.

Yup, I noticed a similar case in my PBEM.

Just as if the General Command was not working as a command HQ.
Maybe it's because of the strange TOE upgrade of the HQ itself?

Problem is found. The HQ check is missing the very first HQ in the table which just happens to be General Defence.
Fixed this and other instances of similar HQ checking.

Yep, you should have at least 10 my saves (including that with fire level thread started a couple of days ago)... [:)]

A couple of HQs seem to have this as the TOE.
There is no reason for this as these HQ have no specific TOE defined and should be using their starting device & numbers.

This does not stop them from acting as HQs, though
