Refit mode while Static?

Is there a way to refit while you are in static mode?
If not, is this not possible intentionally? If its not a play balance issue, would be nice to be able to put them in refit while they are static so their TO&E doesnt drop down to the ~50% range.

I think its design choice to add historical accuracy static front lines did not get (most of the time) priority for best equipment like what refit mode gives. It is no sense to send your best tanks, guns and weapons to static fronts or fronts where there are a lot more action?

*'Just fine' being defined as there are still units between you and Kiev, their quality and quantity are in question though!
