It is now possible to end wars via a bug. If you are at war with an empire you will sometimes be asked to cancel your treaty with them (despite having no treaty as you are at war). If you select yes the the war between you is ended.
oops it seems war is set as a treaty.

but only if they ask you to cancel the war treaty? [:)]
