garrisons

Is it ok to lower the TOE of garrisons to 60%?The unit has approximately 5000 men,garrison is a city.Also should they be in "ready" mode,reserve or refit?

Does not matter what they are set to ie, refit or ready etc.

Anything below 100% and you risk having partisans develop. I would not go below 100%. During Blizzard they will rip your rail lines apart. Not worth it IMO.

Plus security squads are not the same as rifle squads - they are 2 different recruitable units. Note that you have a lot of security squads available in reserve pool from the get go, so you don't need to reduce security units to less than 100%.

This applies to the Germans only. Axis minor allies actually have rifle squads in security units, so there may be a benefit if you suffer a lot of losses.

What 2ndACR means is anything below 100% of the security requirement. You should be able to set lower TOE's as long as you meet the security requirement. You'll more or less always end up with more than 100% security requirement reached no matter how you mix the stacks, so you could reduce unit TOE's a bit. I keep my security units at 100% TOE, though.

It makes sense to do that if you are using Romanians, for example; a depleted Romanian Div is still plenty to garrison a city. Why have it take replacements if it's mostly going to sit there?

I'd cut minor Axis TOE's for their garrisons, but not for regular divisions, only for brigades or the Hungarians and Italians (who withdraw anyway later on). You never know when you might need to use a Romanian division currently acting as a garrison on the front, so I try to keep those around 100% if possible. The Hungarians need a few years to convert their infantry to more combat ready TOE's.

One Axis security unit started with a TOE over 100.Dont know why.

Learn something new every day....I looked up the Hungarian TOEs after this comment, and sure enough, in Aug 1943, the Hungarian Divisions really beef up; extra infantry, alot more guns, and attached armor. With good morale, they might be almost as good as Heer Infantry Div at that point, especially if they can fill all the TOE slots.

Oh, missed the TOE part of the post, my bad. You can reduce the TOE just make sure to stay above the 100% garrison requirement.
