Fortified Region Build Cost?

I am perplexed over why Soviet Fortified Zones cost 4 times that of the German. I have looked in the rules to see if the cost drops but no joy. At 16 points per zone the Soviet will be hard pressed to build Fortified Zones along the Finish border, IMHO.

You have many reserves (I speak from my own experience). Finding units to guard that border, especially east of Lake Ladoga should not be a problem (it isn't on my game). It's only 16 points until november 41. Then it's 4. [:)]

The cost eventually drops to 4 APs. All build costs for the Soviets get a 4x multiplier in 1941. You basically don't build anything until that goes away. This is offset by the massive reinforcements and free returns from the deadpile up to November of 41.
Personally, I don't ever build the things even after the cost drops. The Soviets can do better things with 4 APs. I'd sooner buy a rifle brigade for 5 APs if it comes down to needing some kind of ant unit digging in the rear, and I loathe rifle brigades.
