Ver 1.03 -2 MP Calculation Possible Bug

There appears to be an error (possibly a rounding error) in the calculation of unit movement points.

In attached, it's the start of Axis turn 2 move phase and the unmoved 1st Panzer div in 58,39 shows 46 MP (I moved and then moved back the units in 55,37 this turn before I thought to save it).

Per the 14.1.2 steps:

1 1st Panzer has 50 base MP

2 Unit average fatigue is 22 and no element is GT 27, so fatigue reduction will be 22/10 rounded down or 2. Unit now has 48 MP

3,4 Reductions did not occur

5 Units fuel/need is 261/265 (.984) and shown fuel percent is 98%. Multiplying current 48 MP by .98 is 47.04 rounded down or 47. Unit now has 47 MP

6 Doesn't apply

7 Unit vehicles/need is 2414/2414 or 100%, so no reduction here.

Shouldn't the unit have 47 MP?

The other 2 nearby 41 Panzer corp divisions both show AA elements with Rdy:0, Dam:0 (which I understand to mean that it is empty of that element type), and much higher fatigue than other elements in division.

Should these AA unit's fatigue be zero?
