I am curious if Sectors of Fire can be assigned? If not, how do you limit units from engaging the enemy too early or set up ambushes?

Not yet. You can tell your units to take a good shot, engage only at close combat range (25 meters or less) or to hold fire altogether until you tell them to fire.
