I have heard people are able to really strengthn the romanian wimps up, (12 cv on some?) , how would I go about doing this?

They need a lot of successful attacks; morale goes up, experience goes up by training up to morale level.

Best to use them in easy attacks at first and slowly build them up (like clearing pockets).

Yep, that is the way to do it. Stack 2 ally div with 1 German if not in a pocket and you are really sure you can win the battle. They will get better over time this way. 

If put on "refit" they will gain morale up to a point (60 now?) - this is a good thing to do when they sit in the Ukraine making the region safe from partisans. By 1942 they will have risen up to mediocre at least!

I did not know you could train them.

All ground units have the feature of individual equipment types training up to the unit's morale rating.

And as can be seen it might take some time before the XP catches up, the units saw a lot of action recently.

IIRC there is more XP gained (or at least a higher chance) in the logistics phase after having won a battle. Winning more than 1 battle each turn will lead to something like below.

Will be interesting to see where the CV ends up when all the FAT is gone.

Ok I'm lacking in short hand interpretation. What does IIRC stand for?
