Question about command points

My commander report says that an army group has CP -181. Is that bad? What does that mean in general? I could stroll the manual, but I feel this forum provides the best and most comprehensive answers to any subject related to this excellent game.

It means you are 181 Command Points over the command limit.
You will suffer less movement points allowed per unit in the chain of command

You can transfer them out to other units, right? New here too but yeah. Maybe move a corpse or 2 over to another group.
That kinda stinks too tho, because you get huge penalties if center and south group units are used in the same battle.
So make sure you keep them segregated.

This is a scenario with only 1 army group. I transferred 2 army corps to another army, and the figure still remains - does that mean it will be in effect in next turn or did I do something wrong?

In a scenario with only one army group the command will always be overloaded
THERE IS NOTHING YOU CAN DO.
If you had two or more army groups then you could transfer into another underloaded army group

Can't you transfer to OKH? That would do it. That's what I did in winter41 as the axis to get room for fighting formations in population centers as I retreated many HQs (and LW bases) to the inner Reich and they could not support directly. After the 3 months of madness I recreated the old command structure.
In the campaign, with time you get more command capacity in the AGs. Axis allies should be attached to their parent national organizations, such as Army Group Antonescu, HU high command, etc... or OKH, in order to get AGS's number of units in order. You can arrange something between AGC and AGN to lessen the former's burden too(I recently transfered 3.Panzerarmee to AGN attacking NE of Moscow). I have to point out here that 4.PzArmee is attached to OKH not AGN, since it had to operate in the south since march42 and I didnt want to overload an already busy AGS, so AGN has ample room for receiving 3PzA.
