I know its a rail gun. Will it work when not on rail?
Or, SHOULD it work when not on rail
.
It lets me assign it to whomever.

No the HQ does not have to be on a rail line - it is a little bit of abstraction.

Check 17th Army HQ's at game start, they are usually there.
