How long does it take to refit? Is this something to do before winter hits to my Panzer divisions?

Assuming your production pool is sufficient... or armament points/manpower sufficient
And your on a railhead...
One to two weeks
I would refit the Panzers during mud
Although all of my important troops are always on REFIT

Just place your panzer div in big towns (no more than 2 units total) on a rail that is repaired and leave them alone. No need to place them on refit. They will be up to full strength or really close to it in about 2 weeks or so. Unless you really got them spanked. Then I would rail them back to Berlin and place on refit. They will be good to go really quick.

Not really the proper way to think of refit, to think that it's "done"
Refit is just a prioritization on/off switch. When on, you draw replacement and supply first, up to your ability to draw them (based on supply distance, fatigue, and the usual kinds of things - you're just at the front of the line).
It's "done" when you're at 100 percent of these things (TOE/Supply). But for example, when I play Soviet, I'll put an Army on Refit just so I can draw my TOE to places I want them (for counter-attacks or proper defense, etc.). For the Soviet, I'll put units on Refit that I think might be routed, such that after my German opponent routes me, that unit, during my following turn, is at the front of the line for replacements (various people have commented on this exploit, and I agree, it's a bit exploitative).
Make sense?

Wait what?
You always have your panzers on refit?
Mine are kind of far away from rail, what would that do for them?

Are there no combat effects due to being permanently on refit?
Seems a bit weird to be honest

The only effect of being on refit is that the unit is prioritized for replacements
It doesn't effect combat.
As the Russians on offence all my spearhead troops are on REFIT all 5 Million of them!
BTW The further a unit is from a railhead the more difficult it is to REFIT

Also, refit helps your poor Romanian and Hungarian units gain experience - so it helps them when they are sitting in the Ukraine keeping partisans off the railroads. (I am not sure anything can help the Italians...)

Yes. It gives priority for replacements & upgrades.

I don't believe "Refit" has much effect (if any) if there are adequate replacements; it is just that every unit in "Refit" is checked for replacements/upgrades before any unit in "Ready"
AFAIK, "refit" enables two rather different processes.
1) Flags the unit for priority in receiving replacements and upgrades; no exceptions for combat, movement or location (but note that receiving replacements works MUCH better on repaired rail lines for any mode)
2) Increases morale recovery if a) it is below national morale level AND b) does not move AND c) is NOT addjacent to an enemy
OTOH, I would love for a dev to confirm this.
