The rules state that for Gallic Aid to be cancelled the Romans must control all the cities in Cis. Gaul and one or both of the following must be true: 1) Hannibal driven out of Italy 2) Romans control Gaul.

Behold: Hannibal out of Italy, Romans control Cis. Gaul, yet Gallic Aid is in effect and I cannot abuse the game even a little bit by playing Gallic Aid for the second time. Pointless was "escape" from Ancone and Umbria rich with recruits, wasted a card to convince Senate to send me to Italy.

So, a manual correction? Or is it a genuine bug?

This is a bug. I had already corrected this in the 1.0.3 beta patch. But I forgot to mention this in the notes that I posted earlier. So this will be corrected in the next patch.
