Since ground elements, leaders and air elements are generic data, changing them will affect the values in my saved games, right?

Since cities/locations are scenario-specific data, changing them will NOT reflect on my saved games, even if the save is from the same scenario, right?

No, generic data is loaded only when you load scenarios, not the save games

Yes, scenario editing has no effect on ongoing games (saves).
