I cannot merge my Soviet rifle units.

I have done exactly as rule 7.5.3 in manual, but nothing seems to happen when I press the 'build' button.

please help

Putting units together requires all of them to have at least one MP at that moment.
 
The building of units ( rifle brigades to divisions, divisions to corps ) all have a specific month/year you must wait to.
