Question: Rate of Fort Degradation?

Actually I have four questions about forts that I was hoping folks could help with.
1. How quickly do forts begin to degrade once a hex is completely vacated of friendly units? Is degradation a probability base algorithm – or an automatic game attribute as a function of time of abandonment?
2. Will a friendly HQ in a hex by itself (corps, Army, Front HQ…etc) keep a fort from degrading? I suppose the same question for say an airbase element\air-unit alone in a hex; or a routed unit in a hex by itself – will these also act to keep forts from degrading?
3. If an Axis unit occupies a hex with a Soviet fort (or vice versa) is the fort eliminated or does the Axis unit gain the benefit of the entrenchments?
4. Will proximity to Cities keep forts from degrading -- ala the Leningrad Civil Population rules where by the population
assissts in fort construction? Do these follks also up-keep existing fort hexes that are unoccupied by combat units?
