Revolt on Sicily

I was wondering if this is intended by the Revolt on Sicily event:
Hiero comes to power and allies with Carthage.
Rome sends 7 legions to Sicily.
After landing the legions, AI plays diplomacy card and brings Syracuse back into allegiance.
Next turn I play Revolt on Sicily, which works pretty well (according to the pop up). AI removes Syracusan troops/militia to fulfill the card result despite there being 7 Roman legions still on the island.
I can't remember the precise wording (I'm not at home) but I believe the card says Roman troops are affected. Does Syracuse count as Roman in this case? Seems odd and I was wondering if this in the spirit of the event.
