Simferopol has a city type (vs. town)dot but no name on the map or garrison requirement.

Sevastopol has no garrison requirement.

Simferopol is a town (4), so it has just bigger dot than it should. I think it could be leftover from the early version when it was bigger.

....And don't forget the Sevastopol lack of garrison requirement in the game.

Simferopol and Sevastopl shouldn't have garrison, they are not cities. They are exceptions in terms of art.
