Clarification on RTA units

I'm still a pretty inexperienced player, as is my opponent and we have been playing together learning the ropes for about 5 or 6 months and have started our 2nd game. In this game we are using the standard house rules regarding PP purchase of restricted units.
In January 42 as the Japanese player I launched my invasion of Burma. As part of the invasion I used the RTA forces. I planned on using them south of River Salween, as was pretty historical (although they didn't arrive until May) last turn to my shock I realized they were (R) to the RTA Army HQ and I was unable to change that. I immediately informed my opponent when I realized my oversight, but on further inspection I have noticed that the RTA HQ is attached to the Southern Army, so am I interpreting correctly that the RTA units are in fact part of the Southern Army and are just restricted to being under the command of the RTA HQ? Or have I misinterpreted that? Just seeking clarification.
