Never had the chance to try but the manual gives a decent explanation. Basically...
1) you have to drop regiment / brigade sized units not divisions. Elements within the TOE for these units which can't be airdropped get left behind. Units need experience level 40 or more.
2) units have to be in the same hex as an airbase that will act as stage for the transports which, of course, must be able to fly to the base and then to the drop hex. units need 1 MP at least remaining (so you move them to the base, then do the drop)
3) Transports need to have the right load rating (2000+) which no doubt you can find somewhere. I suspect you need to do transport before supply by air to ensure you have transports available.
4) Then you do the biz...probably some kind of point and click?
On a related matter -- I'd really like the withdrawal rules for the Axis changed so that you don't definitively lose a given unit (eg the paratroop division) but have to select a unit to withdraw. That way, the Germans could use paras in 1941. I would suggest an AP cost to do this -- eg, computer says 'this unit will withdraw - do you accept or will you pay n AP to substitute a unit'. The AP could be variable depending on, say, the political rating of the OKH commander, the type of unit to be substituted.
