Sea transport problem

I've run into this odd siutation. I'm running official patch 1.03. Its turn 2, 50th corps and its 2 divisions started in Memel. After capturing Tallinn I moved them by naval transport to Tallinn. All worked fine for the divisions but the corp seems to get stuck at sea. I repeated this moving alone or with the other divisions. I both cases the corps gets stranded. When you advance the turn the corps then bounces back to Ventspils

It seems that the units in Hanko are exerting a zoc into the ocean and thus stops the HQ. It seems that the auto pathing for sea movement won't allow you to avoid a situation like that. Is this what was intended? Is there some way to put in waypoints for naval movement to avoid this? Also, after the HQ was stopped, why can't it continue moving? It still has movement?

Was here an air interdiction in the middle? You can check it by pressing the F11.

No. There was no air interdiction.

Here is a save right before the move. You should be able to replicate the issue from there.

This problem was there in 1.0 and just happened again to me whilst I was playing last night using 1.03; anyway as the unit safely 'swims' ashore next turn...a minor distraction..
