Engineer Unit TOE

The manual on page 261 says
If the sub unit is an engineer type unit, it may take replacements for Aviation Support, Support, and Engineers (if the sub unit has any of the specific item). The desired TOE it tries to build to is up to 90 Aviation Support, 90 Support, and/or 48 Engineers.
I wanted to know if the TOE of an engineer OB is changed using the editor so that it has more aviation support, support and engineers, will the game attempt to match that TOE or will it still try to build up the TOE as above?

A couple of sentenances before that it talks to 'under computer control'. I read that as the AI can take those replacements for fragments.

In WITP, the AI is allowed to build larger aviation support units. As it was explained to me, this is necessary as the AI lacks the ability to manage base forces efficiently. The "fix" is to let the AI have larger aviation support units than a human player would have. Adding support and engineer units to the mix probably makes sense for the same reason.
In any event, human players are intended to use the standard TOE as modified by upgrades.

But what if I wanted to modify the TOE to accomodate for larger support units, will it still work?

Yes. If you change the LCU's TO&E in the editor, the LCU will try to obtain those devices/ levels in the game. I don't think editor changes have an effect after the game starts.

In my experience you can change the TOE after the start of the game. This will have an impact of the LCU using this TOE. The units will try to achieve the new levels (there seems to be some problems, if you introduce new devices).
