Soviet Front design & Supply

So through repeated play, and the dubious help of some downright vicious PBEM opponents, I've got a fairly good grasp on how to design the individual armies, which SU to include and so forth.
Question for the next level though.
At present I try to avoid overloading the CPs of the Fronts and MDs, instead I have 'fire-brigade' armies in reserve attached directly to STAVKA.
But (far as I can figure) this entails having a looong supply-line, which isn't a problem as long as they can stay parked on a railhead.
But the question becomes, once they're needed in combat are you better off leaving them attached to STAVKA, or should you transfer them to the nearest Front HQ, even if this overloads the command?
And if so, how big an overload can the Front handle and still remain operative?
Any good ideas out there?
