Surrender Tweak #2

I was thinking that delaying the break alliance step after a seperate peace is made to the reinforcement phase is too complicated. here is what I am suggesting instead:

We need two separate lists for allies breaking alliances. One that says "allow ally to make a separate informal or conditional peace to:" then listing the allies, then a second that says "allow ally to make a separate unconditional peace to:".

There is plenty of room on surrender page to allow this. It covers almost all the situations where an ally may want to break an alliance. I think this is all we need to do.

You might want three boxes... one for each peace type.

Ok, we asked for it. I posted it to Mantis (784) with a save to run test cases.

No. You either allow your ally to make peace without you or you do not. You cannot force what type of peace your ally has to pick.
