I was having a decided lack of Soviet recon flights until I tinkered with the Air Doctrine settings and found that if I turned the % required to fly down to about 5% THEN I could fly some recon. Why this is I have no idea but that's what worked for me. Maybe it has something to do with the 20+ planes that are in "reserve".

Percent required to fly means

Percentage of group which must be ready before being allowed to fly,

For 50% setting

A 20 plane group must have 10 ready aircraft before they are allowed to fly
