Production Working as Designed?

I'm playing the 1941 GC as the axis against the soviet AI on normal using version1.03 beta 6 with non-random weather. I had started the game before beta 6, and used the patch to add 100,000 armament points to the Germans and 1,000,000 to the soviets. After coming out of the 1941 blizzard, I had around 225,000 german troops in my manpower pool, which was similar to what I had in the first GC that I had played under an earlier version of the game. However, I'm now on turn 62, and the number of german (not axis, just german) troops has slowly risen to where I now have over 300,000 sitting in the manpower pool (as well as another 1,000,000+ disabled). My overall german strength is 2.95 million.
During my first GC, after the first blizzard, my germans in the pool dropped quickly down to zero, but this time around, they're slowly rising turn by turn. I'm assuming in this GC that the 300,000 in the manpower pool are there because I lack sufficient armaments, as I haven't had a surplus there in over a year of game time. I don't think it's because of the TOE limitations in 1942, as many of my units are heavily understrength, but I could be wrong. I've been in pretty much constant combat all along the front, which is probably consuming a lot of my armaments.
So with regards to the large number in the manpower pool, is it working as designed, in need of tweaking, or am I missing something?
